Bias Incident Frequently Asked Questions

How will Xavier respond to a reported bias incident?

The OIDI in collaboration with campus partners will determine appropriate response strategies based on the needs of those impacted and the specifics of each reported incident. In most cases, the protocol includes: 
  • Reports that are determined to meet Xavier’s definition of bias are posted on the Bias Incident Report website. 
Incidents that are witnessed by only a few people, that have a minimal impact on the entire community, and/or that occur in less public-facing spaces will be posted on the Bias Incident Report website, and listed in monthly updates through Xavier Today and the Student Weekly.

Incidents of a more serious nature may also be reported through a campus-wide email.  OIDI will work with campus partners and the Office of Marketing and Communications to send out an email when such an incident is determined to have a significant campus-wide impact.

We approach communications regarding bias or hate incidents from a trauma-informed, care-based model which is premised upon the safety and holistic wellness of our campus community. As such, we will weigh the following factors in determining whether to send a campus-wide email to staff, students, faculty, and administration:
  • Whether the incident meets the definition of a bias incident
  • Whether the incident was a “community bias incident”. A community bias incident is defined as an occurrence or event  which occurs in a public space and is seen or heard by multiple community members.
  • Whether the incident had a significant and negative impact on the campus community as a whole

The campus-wide email will communicate that a bias incident has been reported and encourage the community member to visit the Bias Incident Report website to learn more. Photos or direct description of incident will be not be provided in the email, nor will names or other confidential information related to the incident. The email serves simply as an alert.  A statement regarding community expectations and University mission will be included.  Resources will be attached to assist Xavier faculty, staff and students to respond to the reported incident while the investigation is taking place

In rare cases, the OIDI in collaboration with campus partners may determine that it is appropriate to respond with a campus-wide forum to a specific or a group of bias incidents. This forum would generally occur within a week's time of the reported incident. The forum would provide an opportunity for the community to share their thoughts on the incidents and move toward a place of healing.

How quickly does the University respond to a bias incident?

Once a report of a bias incident has been made, the reporting party will generally receive a response within 48 hours. In the case where an incident happens over the weekend in a residence hall, the staff member who oversees the Office of Residence Life will send an email to RAs and residents that Xavier has been notified of the reported incidents and is in the process of gather information from key stakeholders and offices.

How does the bias incident support and response process relate to the student conduct process? 

Xavier’s bias response & support process is not part of the student conduct process, which is handled separately by the office of the Dean of Students.  The OIDI will collaborate with the Dean of Students Office and will initiate the student conduct process as needed.  Given federal privacy laws regarding the student conduct process, bias incident information updates will not contain information about the status or outcome of the student conduct process.
