Alan Roberson
Program Instructor, Regulations and Policy
Alan Roberson is a water policy expert based in Washington, D.C., with extensive experience in planning, engineering, construction, operations, finance, and management of drinking water systems. Mr. Roberson has over 35 years of experience in the development of drinking water policy and federal and state drinking water regulations.
Mr. Roberson is the former Executive Director of the Association of State Drinking Water Administrators (ASDWA). Throughout his career, he has collaborated with EPA and the state and territorial drinking water agencies in the development and implementation of federal and state drinking water regulations. He has worked with Congress on a wide range of water issues and wrote several testimonies for state witnesses at Congressional hearings. Mr. Roberson has coordinated the policy direction on all federal and state water regulations and other non-regulatory issues such as capacity development and source water protection.
Mr. Roberson developed his water policy experience at the Washington, D.C. office of the American Water Works Association (AWWA), where he worked from 1991-2016. He has published over 40 peer-reviewed papers and 5 book chapters, made multiple legislative and regulatory presentations, and served as a peer reviewer for 6 journals.
Mr. Roberson currently serves on the Fairfax Water Board of Directors as Treasurer and Chair of the Water Quality and Supply Committees. He has served on the Board since 2009. He has a Bachelor’s in Civil Engineering from Georgia Tech and a Master’s in Civil Engineering from Virginia Tech. He is a registered Professional Engineer in Virginia. He was selected for the AWWA Fuller Award by the Virginia Section in 2025.
