Speaker Biographies

Ryan B. Moran, DrPH, MHSA

Ryan Moran (he/him) currently serves as Deputy Secretary for Health Care Finance and Medicaid Director for the Maryland Department of Health. Previously, Ryan served as Chief Executive Officer of Whitman-Walker Health System, a community-centered enterprise committed to advancing social justice and equality through health. Ryan’s leadership was integral in positioning Whitman-Walker as the nation’s leader in LGBTQ-inclusive care, advocacy, research, policy, and education.

Jeanetta (Garmon) Darno, SPHR, GPCC

Ms. Darno has served as the inaugural Chief Diversity, Equity and Inclusion Officer for UC Health since 2020. She leads systemwide efforts to advance the health system’s culture of inclusion focused on their people, their culture, the patient care environment, and the communities they are a part of and serve. Ms. Darno brings over 25 years of experience in leading diversity, inclusion, and human resources.

Dr. Thomas Shockley

Dr. Thomas Shockley is a seasoned and patient-centric medical professional with over three decades of valuable experience in leading teams to deliver high-impact case management, coordinated care, and individualized service offerings within the healthcare industry. He is highly respected for demonstrating compassionate and patient focused care and instrumental in streamlining organizational processes, enhancing productivity, and implementing technology solutions. Dr. Shockley is highly skilled in fostering collaborative relationships between providers, community agencies, and physicians to impart integrated services across the continuum of care.

Jill Miller

Jill Miller is President & CEO of Bethesda Inc., a strategic partner of TriHealth and creator of bi3, a philanthropic initiative to transform the health of all people in Greater Cincinnati. Jill is a leader in addressing health equity and is proud of the fact that 220 babies are alive today due to the collaborative efforts bi3 has funded to reduce infant mortality in Hamilton County. She is passionate about leading the way to a day when every person has a fair and just opportunity to be as healthy as possible; when a person’s health can no longer be predicted by race, ethnicity, ability or zip code.

Moderator: Camellia Noor, MHA

Ms. Noor currently serves as an Administrative Fellow to the COO of the fifth-largest Catholic healthcare organization in the country. Ms. Noor has taken on various roles throughout her fellowship, which include project manager, Lean Foundations faculty and coach, and, most recently, involvement with Mama Certified, a role in which she is managing the creation of actionable plans to reach Cincinnati’s maternal and infant health equity goals.
